well if the soap isn't wet then it didn't clean the floor therefore the soap would be dirty. but if the soap is wet then technically both. it would pick up the germs from the floor whilst cleaning the floor. resulting in the soap being dirty and the floor being clean. but you can easily clean the soap by washing it with water
